The most accurate answer is - It depends. Since school levies are for a fixed amount, as new homes are added to the taxable AV base, it provides for additional payers to contribute to the overall levy amount. This has the effect of lowering tax rates.

However, if new homes do not come onto the tax rolls at the level predicted, the levied amount is spread amongst fewer homeowners than expected and tax rates could rise above estimate.

Finally, how much your home increases in value relative to other homes in the district affects the amount of taxes you pay (relative to others).

The tax calculation is:

Home Assessed Value / $1,000 x ACTUAL tax rate = taxes due

For the 2023-2026 levies, the district has used a more conservative growth estimate than was used for the current levy (2019-22).
